Privacy Policy
Last Updated: April 14, 2026
Peabody Guardian ("we," "us," or "our"), operated by Peabody Software, LLC, is committed to protecting the privacy of our agency customers and the enrollees whose location and device integrity we monitor. This Privacy Policy describes how we collect, use, and share information through our website, mobile applications, wristband telemetry, and officer portal.
1. Information We Collect
We collect information strictly necessary to provide high-integrity judicial geofencing and victim protection services. This includes:
- High-Precision Location Data: GPS/GNSS coordinates, altitude, and heading to verify physical presence relative to court-ordered exclusion zones (e.g., victim residence, workplace) or inclusion zones (e.g., home confinement).
- Network & Signal Metadata: BSSID (MAC address) and SSID of nearby Wi-Fi access points, cellular tower IDs, and IP address metadata to detect the use of VPNs, proxies, Tor, or other location-masking services.
- Device Integrity & Tether Telemetry: Bluetooth Low Energy (BLE) connection status, signal strength, and proximity telemetry between the enrollee's mobile device and paired security wristband; device hardware, OS version, and presence of mock location apps, jailbreaking, or rooting to identify potential geofence circumvention or hardware separation.
- Biometric Verification Records: The outcome (pass, fail, or timeout) of device biometric authentication events requested by supervising officers, including the time and location at which verification was performed. Raw biometric data (facial geometry, fingerprints) is never transmitted or stored — only the pass/fail result.
- Usage & Agency Portal Data: Interaction logs with our applications and portals, audit trail activities, and business contact information provided by supervising officers, court staff, or agency representatives.
2. How We Use Information
We use the collected data to:
- Court-Ordered Geofence Enforcement: Monitoring physical presence relative to designated exclusion zones (e.g., victim residence, workplace, school) and inclusion zones (e.g., home confinement) to enforce active Violence Protection Orders (VPOs) or Domestic Protection Orders (DPOs).
- Real-Time Threat Alerts: Processing location and tethering metadata to dispatch immediate automated notifications and alerts to supervising officers, law enforcement dispatchers, and victim advocates in the event of a zone breach, separation, or system tamper.
- Hardened Spoofing & Tamper Detection: Cross-referencing GPS data against Wi-Fi, cellular, and Bluetooth tethering signals, and analyzing device integrity telemetry to identify and prevent attempts to spoof location or tamper with the tracking hardware.
- Generate High-Integrity Audit Logs: Maintaining tamper-evident record systems of location telemetry, wristband connection status, and geofence compliance events for use in court proceedings, compliance hearings, and regulatory reviews.
- Security & Maintenance: Identifying system-wide threats, defending the application architecture, and improving our anti-spoofing and security-tether algorithms.
3. Data Sharing and Disclosure
We do not sell personal data, nor do we license geolocation or device metadata to third parties for marketing, advertising, or data brokerage purposes. We may share information with:
- Supervising Agencies and Courts: Authorized law enforcement personnel, court administrators, victim advocates, and judicial staff responsible for the administration and oversight of the court-ordered geofence.
- Service Providers: Third-party infrastructure vendors who assist in operating our secure hosting and geocoding services.
- Compliance and Legal Obligations: As required by law, to respond to a valid legal process, or to defend the legal and physical integrity of our geofencing safety networks.
- Business Transfers: In connection with a merger, acquisition, or sale of assets.
4. Data Security
We implement industry-standard and hardened security measures to protect data from unauthorized access, disclosure, or destruction. This includes end-to-end encryption of telemetry in transit and at rest, cryptographic signing of event records, and strict access controls on the officer portal.
5. International Data Transfers
By using our services, you acknowledge that your data may be processed in the United States and other jurisdictions where our servers are located. We take steps to ensure that such transfers comply with applicable data protection laws.
6. Your Privacy Rights
Depending on your location, you may have rights under laws like the GDPR or CCPA, including the right to access, correct, or delete your personal data. To exercise these rights, please contact us at the email provided below. Please note that data collected under court order for compliance and judicial monitoring may be subject to legal retention mandates and exceptions.
7. Cookies and Tracking
Our website uses minimal cookies for essential functionality and to analyze site traffic. You can manage your cookie preferences through your browser settings.
